SUMMARY

OF JUNE 6, 2014, MEETING WITH FENOC RE: FLOODING HAZARD REEVALUATION EXTENSION REQUEST FOR BEAVER VALLEY POWER STATION, UNITS 1 AND 2, AND FLOODING HAZARD REEVALUATION REPORT FOR DAVIS-BESSE NUCLEAR POWER STATION, UNIT 1 (TAC NOS. MF3589, MF3590, AND MF3721)

Background

On June 6, 2014, a Category 1 public meeting was held (via teleconference) between members of the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of FirstEnergy Nuclear Operating Company (FENOC, the licensee). The purpose of the meeting was to discuss the flooding hazard reevaluation extension request dated March 11, 2014, 1 as supplemented by letter dated April 24, 2014,2 submitted by FENOC, for Beaver Valley Power Station Units 1 and 2 (BVPS), and to discuss the flooding hazard reevaluation report dated March 11, 2014, 3 submitted by FENOC for Davis-Besse Nuclear Power Station, Unit 1 (DBNPS).

By letter dated March 12, 2012,4 the NRC issued a request for information pursuant to Title 10 of the Code of Federal Regulations, Section 50.54(f) (50.54(f) letter). The request was issued as a part of implementing the lessons-learned from the accident at the Fukushima Dai-ichi nuclear power plant. Enclosure 2 to the 50.54(f) letter requested that licensees perform a reevaluation of all external flooding hazards using present-day guidance and methodologies.

By letter dated May 11, 2012,5 the NRC issued a prioritization of response due dates for the flooding hazard reevaluations for all sites. Enclosure 1 to this letter identified BVPS and DBNPS, as Category 2 sites, with a response due date of March 12, 2014.

By letter dated December 17, 2013,6 FENOC requested assistance from the NRC in obtaining information on dams from the U.S Army Corps of Engineers (USAGE) to support the flooding reevaluation at BVPS. The letter dated March 11, 2014, requested an extension in the scheduled submittal date for the BVPS flooding hazard reevaluation report. Specifically, FENOC requested the date be extended to allow for submittal within 180 days, after the receipt of the report from the USAGE.

Meeting On June 6, 2014, the NRC staff held a public teleconference with FENOC to discuss the details of the flooding hazard reevaluation extension request for BVPS. FENOC provided an overview of the BVPS flooding hazard reevaluation extension request and the key milestones associated with this effort. The licensee provided further information concerning the detailed schedule attached to its letter dated April 24, 2014. This included a discussion on the evaluations that are currently being performed in support of the flooding hazard reevaluation report during the time the licensee is waiting on the dam information from the USACE. The licensee also discussed the evaluations that will be completed once the dam information is provided.

This meeting was also held to discuss the details of the flooding hazard reevaluation report that FENOC submitted for DBNPS. During this public teleconference, FENOC provided further information concerning the two flood levels (local intense precipitation and probable maximum storm surge) determined during the hazard reevaluation to exceed the current licensing basis flood levels. Also during this discussion, the licensee provided the NRC staff with information concerning the reason behind the determination that no additional actions beyond those currently in place were necessary for DBNPS. The NRC staff asked FENOC if they could provide the details of this discussion to the NRC via a letter. The licensee agreed to provide this information.

The NRC staff made no decisions regarding the acceptability of the licensee's extension request for BVPS, or the licensee's flooding hazard reevaluation report for DBNPS during this meeting.

External stakeholders were in attendance. There were a couple of comments and one question from the stakeholders on the call. The comments were from a member of the public regarding his thoughts on the discussion during the public teleconference. The question was also from a member of the public. The question focused on what actions would be taken if the current licensing basis flood level was exceeded at either BVPS or DBNPS. The NRC staff informed the member of the public that the answer to his question could best be found in the licensee's response to Order EA-12-049, "Order Modifying Licenses with Regard to Requirements for Mitigation Strategies for Beyond-Design-Basis External Events."7 No Public Meeting Feedback forms were received.
