OF MEETING HELD ON AUGUST 2, 2007, BETWEEN THEU.S. NUCLEAR REGULATORY COMMISSION STAFF AND FIRSTENERGY NUCLEAR OPERATING COMPANY REPRESENTATIVES TO DISCUSS THE BEAVER VALLEY POWER STATION, UNITS 1 AND 2, LICENSE RENEWAL APPLICATIONOn August 2, 2007, FirstEnergy Nuclear Operating Company met with members of the U.S.Nuclear Regulatory Commission (NRC) staff at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, MD. The purpose of this meeting was to discuss the upcoming license renewal application (LRA) for the Beaver Valley Power Station, Units 1 and 2. The first submittal of the LRA in 2005 was determined by the NRC staff as incomplete and returned.

The applicant presented an overview of the differences between the 2005 submittal and the upcoming 2007 submittal. The applicant stated that the root causes for the return of the 2005 application was due to less than adequate participation in NRC and industry wide groups, inadequate regulatory interface, and inadequate sponsorship and station ownership.The applicant stated that the upcoming LRA was current with NRC and industry standards, hadundergone a rigorous pre-submittal review cycle, and current license basis changes were included in the application. The applicant also stated that the upcoming LRA contained enhanced Clean Water Act 316(b) information, information relative to 1990 Pollution Prevention Act, 1966 National Historic Preservation Act, and the Threatened and Endangered Species Act.

The recent expansion of the nearby Midland propane terminal is currently being evaluated by the applicant to determine the effect, if any, on the Beaver Valley Power Station. The evaluation will be completed and the results included in the LRA before submittal. The applicant stated that the LRA is tentatively scheduled to be submitted on August 27, 2007. During the course of the meeting, NRC staff informed the applicant that station blackout andfire protection issues have been recent areas of interest during audits. Also, site operating experience would be reviewed beyond 10 years during the audits. The Office of Nuclear Reactor Regulation division director also stated that the environmental review and site auditswould be performed by "in-house" personnel.
