SUMMARY

OF APRIL 28, 2015, MEETING BETWEEN REPRESENTATIVES OF THE U.S. ARMY CORPS OF ENGINEERS, U.S. NUCLEAR REGULATORY COMMISSION, AND FIRSTENERGY NUCLEAR OPERATING CO. TO DISCUSS FLOODING ANALYSIS ASSOCIATED WITH BEAVER VALLEY POWER STATION, UNITS 1 AND 2 (TAC NOS. MF3286 AND MF3287)

On April 28, 2015, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed meeting with the U.S. Army Corps of Engineers (USACE) and FirstEnergy Nuclear Operating Company (FENOC, the licensee) to discuss the flooding hazard reevaluation report (FHRR) for the Beaver Valley Power Station, Units 1 and 2 (BVPS). The meeting was held at USACE's offices in Pittsburgh, Pennsylvania. The closed meeting notice dated April 23, 2015, can be found in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 1511 OA406. The participants in the meeting included the following individuals:

  • USACE - Lieutenant Colonel Gerald R. Dull, Mark Jones, Mark Zaitsoff, Sara Weida, Roger Kay, Teresa Reinig, Dennis Zeveney, Chris Fassero, Meghann Wyqonik, Jim Kosky, and Charles Kottler
  • FENOC - Colin Keller, Greg Halnon, R. Timothy Green, Eugene Ebeck, Eric P.

  • indicates individual participated via phone The purpose of the meeting was to discuss the portion of the FHRR the USACE is developing under contract to the NRC for BVPS. By letter dated December 17, 2013 (ADAMS Accession No. ML13353A566), FENOC requested NRC assistance in having the USACE perform a dam failure analysis to support FENOC's development of an FHRR in response to the March 12, 2012, request for information (ADAMS Accession No. ML12073A348).

The USACE and NRC provided FE NOC with preliminary results of the USACE dam failure analysis. The NRC staff stated that the results of a basin-wide probable maximum flood (PMF) analysis were not completed in sufficient detail that would permit them to be discussed at the

time of the meeting. Therefore, the NRC staff offered FE NOC the option to conduct an additional meeting where the NRC would discuss the preliminary watershed PMF prior to the NRC issuing the results of the USACE analysis to the licensee. FENOC indicated that an additional meeting to discuss the basin-wide PMF would be beneficial. The NRC stated that the meeting would be held later in the summer of 2015, likely July or August.

FENOC and its contractor, Applied Weather Associates, provided information on the development of a site-specific probable maximum precipitation analysis that FENOC has completed for the BVPS watershed.

The USACE was provided an opportunity to comment on this summary prior to its issuance and their comments were addressed in the final version of this summary.
