SUMMARY
OF DECEMBER 15,2010, CATEGORY 1 PUBLIC CONFERENCE CALL WITH FIRSTENERGY NUCLEAR OPERATING COMPANY ON THE REQUEST FOR ADDITIONAL INFORMATION REGARDING THE SPENT FUEL POOL RERACK FOR BEAVER VALLEY POWER STATION, UNIT NO.2 (TAC NO. ME1079)
On December 15,2010, a Category 1 public conference call was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of FirstEnergy Nuclear Operating Company (the licensee) and Holtec International. Inc. (the vendor). The purpose of the conference call was to discuss the licensee's draft responses to the questions posed by the NRC staff during the September 27, 2010, public meeting. The NRC staff issued a request for additional information (RAI) by letter dated March 19, 2010 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML100760584), after reviewing the Spent Fuel Pool (SFP) Rerack License Amendment Request dated April 9, 2009 (ADAMS Accession No. ML091210251). as supplemented by letters dated June 15,2009 (ADAMS Accession No. ML091680614) and January 18. 2010 (ADAMS Accession No. ML100191805) for Beaver Valley Power Station, Unit No.2 (BVPS-2). Enclosed is the list of meeting attendees.
The licensee provided draft responses for RAI questions 5,6,8, 17, and 19 for discussion during the public meeting. The licensee discussed changes made to their draft response for RAI question #8. The licensee also discussed their intended change to Sections 5 and 7 of the BVPS-2 Licensing Report submitted with the original application.
The NRC staff queried the licensee and the vendor on the draft response to RAI question 8.
The NRC staff requested (1) justification for the use of 0.362 failure strain limit for the existing SFP liner, (2) justification as to how the formula used to determine tensile force yields conservative results, (3) detailed discussion on the safety factors for one-way shear discrepancy, and (4) an updated safety factor for the base slab when the tensile force is taken into account. The NRC staff did not have any additional questions in regards to the draft responses for RAI questions 5,6, 17, and 19.
The licensee agreed to submit final RAI responses and additional information to address the NRC staff's questions and concerns by January 2011.
