SUMMARY

OF NOVEMBER 15, 2012, MEETING WITH FIRSTENERGY NUCLEAR OPERATING COMPANY TO DISCUSS UPCOMING LICENSE AMENDMENT REQUEST RELATING TO THE IMPLEMENTATION OF THE ALTERNATE PRESSURIZED THERMAL SHOCK RULE (TAC NO. ME9582)

On November 15, 2012, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of FirstEnergy Nuclear Operating Company (FENOC, the licensee). The purpose of the meeting was to discuss a proposed future license amendment request involving the implementation of Title 10 of the Code of Federal Regulations, Section 50.61a, "Alternate fracture toughness requirements for protection against pressurized thermal shock events," at Beaver Valley Power Station, Unit 1.

The licensee provided an overview of their proposed submittal. The meeting handouts, which comprised the majority of the licensee's presentation, may be found at Agencywide Documents Access and Management System Accession Number ML12319A132. The NRC staff asked several clarifying questions including inquiries in the areas of: flaw distribution in past reactor vessel inspections, inspection capability for sizing flaws, components included within the "beltline" region of the reactor vessel, calculational inputs, and the proposed license amendment's structure. The licensee indicated that they would use the feedback received from the NRC staff to assist in the preparation of their application.

No proprietary information was discussed at the meeting. No comments from members of the public participating in the meeting were received. A list of attendees is provided in the enclosure.
