NOTICE OF INTENT TO PREPARE AN ENVIRONMENTAL IMPACT STATEMENT AND CONDUCT SCOPING PROCESS FOR LICENSE RENEWAL FOR BEAVER VALLEY POWER STATION, UNITS 1 AND 2 (TAC NOS.

Dear Mr. Sena:
The U.S. Nuclear Regulatory Commission (NRC) staff has received your application dated August 27, 2007, for the renewal of Operating License Nos. DPR-66 and NPF-73 for Beaver Valley Power Station, Units 1 and 2, respectively. In support of the application and in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 51 and 10 CFR Part 54, FirstEnergy Nuclear Operating Company (FENOC) submitted an environmental report (ER). A Notice of Acceptance for Docketing and a Notice of Opportunity for Hearing were published in the Federal Register on September 24, 2007 (72 FR 54301). This letter provides information related to the staffs review of the Beaver Valley Power Station, Units 1 and 2, ER.
The NRC has prepared a Notice of Intent to Prepare an Environmental Impact Statement and Conduct Scoping Process, advising the public that the NRC intends to gather information necessary to prepare a plant-specific supplement to the Commissions Generic Environmental Impact Statement for License Renewal of Nuclear Plants (NUREG-1437), related to the review of the Beaver Valley Power Station, Units 1 and 2, license renewal application. Enclosed is a copy of the Notice of Intent, which has been forwarded to the Office of the Federal Register for publication.
Pursuant to 10 CFR 51.28, FENOC is invited to participate in the environmental scoping process. As discussed in the enclosed notice, the NRC staff is providing the public with the opportunity to participate in two environmental scoping meetings to be held on Tuesday, November 27, 2007. The meetings will be held at the Embassy Suites Pittsburgh-International Airport, 550 Cherrington Parkway, Pittsburgh, PA 15108. The first session will be held in the afternoon, and the second session, covering the same subjects, will be held in the evening. The NRC staff will present an overview of the environmental review process and will describe how the process will be implemented for the review of the Beaver Valley Power Station, Units 1 and 2, license renewal application. FENOC is invited to participate in both sessions of
P. Sena III the meeting. A separate NRC meeting notice with a more detailed agenda is forthcoming. You will be provided a copy of that notice.
