Gentlemen:
This refers to the inspection conducted by L. E. Ellershaw of this office
during the period September 12-16, 1988, at the General Atomics International
Services Corporation, San Diego, California, facility with respect to
activities authorized by NRC Operating License DPR-34 for the Fort St. Vrain
Nuclear Generating Station, and to discussion of our findings with Mr. G. L.
Redmond and other members of your staff and General Atonics personnel at the
conclusion of the inspection.
The area examined during the inspection dealt with General Atomics
refurbishment of one of the reactor helium circulators. Within this area, the

inspection consisted of selective examination of procedures and representative
!
records, interviews with personnel, and observations by the NRC inspector.
The
inspection findings are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in
violation of NRC requirements. Consequently, you are required to respond to
the violation, in writing, in accordance with the provisions of Section 2.201
,
of the NRC's "Rules of Practice," Part 2. Title 10, Code of Federal
,
Regulations. Your response should be based on the specifics contained in the
Notice of Violation enclosed with this letter.

Also during this inspection, it was found that certain of your activities

appear to deviate from comitments made to the NRC. This item and references
I
to the commitment is identified in the enclosed Notice of Deviation.
You are
requested to respond to this deviation in writing.
Your response shculd be

based on the specifics contained in the Notice of Deviation enclosed with this
letter.
We have also further examined previously identified inspection findings.
The
status of these items is identified in paragraph 2 of the enclosed letter.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
