SCHEDULE FOR APPENDIX R MODIFICATIONS We have reviewed your letters dated November 20 and December 29, 1986 (P-86597 and P-86677) concerning the schedule for Appendix R modifications to Fort St.

Vrain (FSV). During this review, we noted that while most of the Appendix R modifications will be completed prior to the current restart, the completion of certain items is still delayed. Specifically, the delays for Items 4.6, 4.9 and 4.11(a) appear lengthy in light of your original schedule for these modifications, as given in Table 4-1 of your April 1,1985 (P-85113) submittal.

It remains our view that Public Service Company of Colo" ado (PSC) should continue to complete these modifications expeditiously. The staff considers the dates indicated in your letters as commitments.

We are considering revision of the listing of PSC's commitments related to the operation of FSV. The latest version of these commitments is contained in our letter of July 31, 1986. It is our intention to add your specific commitments related to Appendix R modifications to this listing. Any further changes in this schedule would require our prior approval.
