RCS PRESSURE INSTRUMENTATION RANGE (TAC NO. 65786)

By letter dated July 7, 1987, Louisiana Power and Light Company (LP&L) requested a schedular extension for installation of 0-4000 psi Reactor Coolant System (RCS) pressure indication required by Regulatory Guide (R.G.) 1.97, Revision 2 to cover the range that could exist during a severe ATWS by the end of the third refueling outage rather than by the end of the second refueling outage as previously planned. It was originally intended that the pressure indication installation schedule be consister.t with the implementation of the ATWS Rule (diverse scram and turbine trip systems) which was also scheduled for the second refueling outage.

Our staff has reviewed your request for a schedular extension and notes that the Commission has now approved a schedule for ATWS implementation during the third refueling outage. The R.G. 1.97 RCS pressure instrumentation needed for ATWS mitigation will thus be installed and operational with the rest of the ATWS instrumentation. Also, until installation is complete, Waterford 3 has, as part of its reactor protection system instrumentation, four channels of Class IE RCS pressure instrumentation with a range of 0-3000 psi. This instrumentation is considered satisfactory for interim operation until the rest of the hardware required to meet the ATWS Rule is installed during the third refueling outage.

Therefore, the staff concludes that your request for an extension of the schedule for installation of the 0-4000 psi RCS pressure instrumentation is acceptable. If you have any questions concerning the staff's review, please contact me at (301) 492-9403.
