Gentlemen:

This refers to the inspection conducted by Messrs. W. F. Smith and S. D. Butler

of this office during the period May 1-31, 1990, of activities authorized by

NRC Operating License NPF-38 for Waterford Steam Electric Station, Unit 3, and

to the discussion of our findings with Mr. J. R. McGaha and other members of

your staff at the conclusion of the inspection.

Areas examined during the inspection included plant status, onsite followup

of events, monthly maintenance observation, monthly surveillance observation,

operational safety verification, licensee event report followup, and engineered

safety feature system walkdown. Within these areas, the inspection consisted

of selective examination of procedures and representative records, interviews

with personnel, and observations by the NRC inspectors. The inspection findings

are documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were identified.

One unresolved item is identified in paragraph 9 of the enclosed inspection

report. During the engineered safety feature system walkdown, the inspectors

identified concerns regarding the system conditions under which you are testing

certain containment isolation valves. Some valve timing tests were conducted

under no-flow conditions when there was a high probability that full flow

conditions would exist should the valves be called upon to isolate. Your test

acceptance criteria did not appear to account for the effect of flow on valve

closing time. This issue will require further review.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph 7 of the enclosed report.
