Gentlemen:

This refers to the inspection conducted by Messrs. N. M. Tere and S. L. McCrory

of this office during the period June 25-29, 1990, of activities authorized by

NRC Operating License NFi-28 for Waterford 3 Steam Electric- Station,-and.to the

,

discussion of our findings with Mr. James G. Hoffpauir and other members of_.

your staff at.the conclusion of the inspection.

Areas examined during the inspection included review of the operational status

of the emergency preparedness program. Within these areas, the inspection

consisted of selective' examination of procedures and representative records,

interviews with personnel, and observations by the inspector. The inspection

findings are documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

identified.

41kthroughs of simulated accident scenarios, as discussed in

paragrepn 6 of the enclosed inspection report, an exercise weakness was

identified pertaining to the performance of emergency responders. You are

requested to provide this office with your analysis of the weakness, a

description of your corrective measures and your schedule for completing _these

actions within 30 days after receipt of this letter,
