SAFETY EVALUATION REPORT FOR WATERFORD, UNIT 3, COMPLIANCE WITH THE ATWS RULE, 10 CFR 50.62 (TAC N0. 59156)

The ATWS Rule (10 CFR 50.62, " Requirements for Reduction-of Risk from Anticipated Transients Without S:: ram (ATWS) Events for Light-Water-Cooled Nuclear Power Plants") requires improvements in the design and operation of commercial nuclear power' facilities to reduce-the likelihood of failure to shut dcwn-the reactor following anticipated transients, and to mitigate the consequences of-an ATWS event. The requirements for Combustion Engineering plants such as l

Waterford are to provide a' diverse scram system (DSS). diverse emergency.-

l feedwater actuation system (DEFAS). and diverse initiation of turbine trip i

(DTT). Paragraph (c)(6) of.the rule requires that'information sufficient to

' demonstrate compliance with the requirements be submitted to NRR.

. Louisiana Power and Light Company provided information concerning implementa-tion of the ATWS Rule-requirements at Waterford, Unit 3 by letters dated October 7,1988, February 3, March 1, and July 17, 1989. The staff-and the l

EG&G Idaho Inc., our consultant, have reviewed this information. Based on this review, we have concluded that the DSS, DEFAS,.and DTT designs are acceptable.-

The. details of our review are discussed in the enclosed Safety Evaluation.

1 should be noted that we are currently evaluating the need for technical specifica-tion operability and surveillance requirements'for ATWS. equipment. The results

.of the evaluation will be made available upon completion.. Installation and operation of ATWS equipment should not'be delayed pending the outcome.of the technical specification _ evaluation.

Based er this review, we have concluded that the DSS, DEFAS, and DTT designs are acceptabic.

The cetails of our review are discussed in the enclosed Safety Evaluation.

It should be noted that we are currently evaluating the need for technical specifica-tion operability and surveillance requirements for ATWS equipnent. The results of the evaluation will be made available upcn completion.

Installation ano operation of ATWS eccipment should not be delayed pending the outcome of the technical specification evaluation.
