Dear Mr. Carey:

SUBJECT:

STRUCTURAL STEEL FIRE PROTECTION EXEMPTION REQUEST FOR BEAVER VALLEY 1 (LICENSING ACTIONS TAC 53694 AND 59067)

By letter dated March 14, 1983, we granted technical exemptions for Beaver

, Valley Unit 1 plant areas that were found not to ccmply with the requirements of Appendix R to 10 CFR 50. These plant areas were identified

! in your fire protection analysis and request for exemption submitted by letter dated October 22, October 28 and December 21, 1982. Subsequently, by letter dated December 16, 1983 you submitted the results of an analysis in which you identified additional areas that did not meet the requirements of Appendix R. By letter dated August 30, 1984 we granted eight of the nine

.i requested exemptions. The remaining issue, that concerning structural steel fire protection, is the subject of this letter.

The subject request has been modified by your letters dated May 30, 1984 and July 10, 1985. In the last letter, you indicated that you will proceed

to coat the structural steel surfaces at issue with a qualified fireproof material, but requested to keep your request for exemption open in case some surfaces cannot be satisfactorily coated. In addition, you requested a schedular exemption from the requirements of 10 CFR 50.48(c) since all
coating cannot be accomplished until the fifth refueling outage (approximately May,1986).

! We have reviewed your schedular exemption request for structural steel.

j Since your 50.48(c) schedule has expired for several years, we cannot now grant an exemption extending that schedule. However, we find your schedule

! for completion of structural steel fire protection and, in the interim, instituting a one-hour fire watch in those areas (as required by Technical Specifications 3.7.15) a reasonable approach to resolution. Please feel free to contact your Project Manager, Mr. P. Tam, if you have any questions in this regard, i
