Dear Mr.'Keppler:

.On October 20, 1983, we reported to Mr. N. Jackiw and Mr. J. Heller by telephone and confirmed by my letter dated October 20, 1983, a situation that occured with Unit one in which we believed at the time that we had operated in Mode 4 for-.a period of time with the " Automatic Actuation Logic" of Engineered Safety Features Actuation System inoperable as required by Technical Spacification 3.3.2.1, Table 3.3-3, item 1.b. Subsequent review reveals that the " Automatic Actuation Logic" was operable in that any feature required to provide actuation in Mode 4 would have.provided Actuation of Safety Injection, Feedwater Isolation, Phase A Isolation, etc.,

during that time'. The " blocks" present.on entry into Mode.4 were being provided by~the logic and the blocked functions were not required ~in Mode 4. Therefore,.the prompt telephone report advising of this event was unnecessary and is hereby retracted.
