CONNE B HENDREN l letEs u nscHER j On November 30, 1983 at approximately 9:30 p.m. , Missouri Public Service Commission auditors Kt ith Haskamp, Donna Vincent ROBERT l SCRIBNER and Sharon White were given information about alleged plant stn oimiar safety violations at both the Callaway and Wolf Creek nuclear facilities, f rom a man who identified himself as an Ultrasonic HARVEY C HUBBS Sound Inspector for Nuclear Energy Service (NES), a subcon-suretary l tractor at Wolf Creek.

KENT M R ACSDALE The incident occured in a hot tub at the Best Western Gener.i Coun I Hotel in Emporia, . Kansas when the man approached the above S taf f personnel. When he found out that they were Missouri PSC auditors he alleged the following saf ety problems at Callaway and Wolf Creek:

1. Weld 1-W or W-1 on the B Generator at Callaway is defective. He said it had been rewelded several times, but never reached NRC QA/QC standards.
2. The EJ systems at both Wolf Creek and Callaway had problems.
3. There are defective long seam welds at the elbows of some pipes in both facilities.
4. The pressurizer and generation systems at both plants are defective.
5. Required documentation had been lost in a number of situations which he did not specify.

He also said he had a book which listed items at Wolf Creek, Callaway and other nuclear facilities which~he had personally approved, but which were not in compliance with NRC QA/QC requirements.

The man was described by the auditors as a white male in

his mid-20 's to early 30 's, 6'2" tall, 180-190 pounds with l

brown hair and a full beard and moustache. The man spoke with )

a distinctive accent, posalbly f rom the Mid-South or Northeast.

He said his permanent home was in Virginia, but that he had an apartment in either Jef f erson City or Columbia. He also said that he was not married and that he was saving to buy a house.

The auditors got the impression that the man had worked for NES for about 5 years and he had been conducting inspections at Wolf Creek f or approximately 6-9 months. He said he had

- apolled for a job at Union Electric, but he was turned down.

Th'e auditors did not believe he had been drinking that night and they did not see him amoke. ,

On December 8, 1983, we set up a conference phone call with the authorities at Wolf Creek. Steve Carver, Scott C auger , Sharon White, Donna Vincent, Keith Haskamp and I spoke on behalf of the Commis3lon to Bill Rudolph, Ed Koch and John Bowser from Wolf Creek.

Essentially Staff recapitulated what happened and answered any questions the Company representative had. The Company sersonnel seemed particularly interested in identifying the informant. They also sali they would immediately contact the sac and conduct an inve3tigation into this matter.

U.E. was also contacted, and our Staf f members spoke to 2pab Powers, Ron Aff tolter and Tom Stotler at Callaway.

Essentially, we had the same conversation with them as with the golf Creek people. The *J3 personnel told us that "NES" stands for Nuclear Energy Servi;9s, Inc. , a company based in Stanbury, Connecticut which is a s;bsidiary of Penn Central. They said ses has contracted directly with U.E. and KG&E as a subcon-tr ac tor to perform the Pre-service inspection programs at Wolf Creek and Callaway.
