This letter is a formal documentation of the reviews and discussions identified in O Reference 1. The review of Reference 1 was discussed in telephone conference calls and documented via e-mail messages. The following is a summary of the telephone call conversations as documented on July 8,'1999.

FTl requested a general change of " repair" or " repaired" tube description to

!- simply state the reference sample. The dimensions used should either be l noted as nominal or reference in several places a reference to test data l ' reported by Westmoreland Laboratories was noted.

It was suggested that this reference be changed to "FTl Low temperature"

' or "FTl high temperature" data as determined to be appropriate. With these p minor comments, the report may be denoted as Non-Proprietary or may in

fact not have any notation as Non-Proprietary, which inould Indicate there is a proprietary version which would not be the case.

Outside the issue of Proprietary information FTl commented that the information in the FTl " White paper" on severe accident burst testing needs to be supplemented with additional NDE and destructive examination results.

Preliminary review indicated location of sample R.5.2 may change in Figure 17 of ANL's report. This would improve the interpretation of the data for consistency.

A revised data report was transmitted to ANL (e-mail Transmitted July 12,1999).

Please note there were some changes in the data relative to the results presented in the white paper. The interpretation of failure temperature has l been discussed with Dr. Muscara and S. Majumdar. The information l

presented in this fax represents the temperature of "significant leakage" versus an earlier value of indicated drop of pressure in the tube. One could argue for either but when comparing modeling results the significant leakage appears to be critical.

The handouts provided in support of Reference 2 contained no designation of FTI-Proprietary information The discussion and dialog was also very open relative to details of the Electrosleeve . The presentation by Mr. Majumdar included revised FTl data, as discussed above.

A revised handout of Mr. Majumdar's presentation was forwarded per Reference

3. This information was discussed in the Report identified in Reference 1, and will change some of the figures.

SUMMARY

Based on'the conference calls, e-mail messages, public meeting, and ANL revised  ;

evaluation, the report identified in Reference 1 is most certainly being revised by l ANL. The technicalinformation relative to sever-accident conditions is judged to

- be non-proprietary. It is anticipated that additional repair evaluations will also be documented in the public domain.  ;
