It has come to my attention that the American Red Cross and the Long Island Lighting Company have designated the Island Park Schools as a relocation center in the event of a radiological emergency at the Shoreham Nuclear Power Plant.

The Island Park School District has not entered into an agreement with either of the above mentioned to serve as a relocation center or for any other purpose related to j

an emergency situation at Shoreham.

Please be advised,that the Oyster Bay-Eas,t Norwie.l ri Central School District is under no obligation, contratual or otherwise, for the use of our schools in the event af a radiological accident at Shoreham.

Nei,ther.the Red Cross nor LILCO has contacted us regarding this matter and.their presenta. tion.to the NRC is, theref ore, a misrepresentation of the tru.th.

In addition,.the Governor of the S. tate of New York has de.termined that the S. tate o f New York will not participate in the implementation of the LILCO designed and Red Cross sponsored evacua. tion plan and has characterized LTLCO's plan as illegal in.that the Corpora. tion assumes powers normatty reserved to j'

Dear Sirs:

As Supervisor of the City of Long Beach and member of the Nassau County Board of Supervisors,I feel a special obligation to communicate my opposition to County Executive Purcell's decision -

to permit use of the Nassau Veterans Memorial Coliseum as,a recep-tion center in the event of an emergency at the Shoreham Nuclear Plant.

May I state that I fully believe that Mr. Purcell was mot-ivated by humanitarian concerns much the same as I would be in a true emergency situation.

I know him to be an honorable and com-passionate man.

However, I believe the implication of the.use of the Col-s

iseum are more serious than previously indicated.

In order for Shoreham to receive its license for operation, it was necessary for LILCO to have an evacuation plan which had to include a relocation center.

Suffolk County had refused to offer any of its facilities for this purpose.

LILCO then sought the assist-ance of Nassau County for such a site and received one.

In effect, the offer of the Coliseum as the reception center became, either victingly or unwittingly, an integral part of LILCO's evacuation planjthus permitting the possible licensing of Shoreham.

In the event of an emergency, I too, would want to assiac and shelter people in need.

However, I would not presuhe to expect that such a humanitarian action,ac the time of an emergency,would become in advance a crucici part of any evacuation plan or reception center for LILCO to rely upon and to submic as part of a specific j

f plan to be considered by the NRC for the opening of Shoreham.

b Members of the Nuclear Regulatory Commission May 17, 1985 P.2 A decision of this magnitude requires the approval of the Board of Supervisors which is, of course, the legislative body of the county and the elected representatives of the people of the county.

This decision far exceeds the County Executive's emergency powers.

Since the Board has not agreed to the use of the Coliseum l

s by LILCO, LILCO chen does not have the legal right to make any such representation.

i I applaud you for calling for additional hearings on emer-gency planning for Shoreham to determine whether the Coliseum can be used as a relocation center.

1 A matter of such import does require public hearings, so l

that citizens can learn the facts and advise the NRC and the Board

+l of their concerns, e.g.:

what facilities are availabie at'the Coliseum for decontam-I ination purposes how would radiated clothing and water used for bathing be-

disposed, what sums of money do LILCO or Nassau County intend to spend to see that contaminated water does not enter the, sewer system or the ground water supply, what portion of the Coliseum would be used for decontamination.'

purposesf in what manner and which county personnel would be used in the planning, training and exercise of accident drills; how will the health, welfare and-safety of Nassau County residents be protected in such an emergency, what effect, if any, will such use of the Coliseum have on its f u ture u se as

'a_ business and recreation enterprise.

Until such time as these and other questions are addressed and the Board of Supervisors makes a decision on the use of the Col-iseum as an evacuation center, I must respectfully request that you remove its possible use as a component of the LILCO evacuation plan.
