ALLEGATI0ft CONCERNIflG STRUCTURAL STEEL WELD INSPECTI0ftS This morning a Daniel International Construction Company, QA Level II weld inspector entered my office and made several allegations.
His name is Carl E. Griffis, Jr. and he did not desire anonymity.
He informed me he was a consultant hired as part of a team of ten (10) inspectors for KG&E's inspection of structural steel.
He made several allegations.
They are:
1.
They were told to visually inspect through paint in violation of AWS D1.1-75.
2.
They had no written procedures to inspect with, yet they had to mark accept or reject on their inspection sheets.
3.
He felt he had been unfairly intimidated to produce results that would show the welds passed.
4.
He had been told of cases where welds that had been inspected previously and passed; had been rejected by members of his team.
l At the time we talked, he did not yet know if he would give the same allegation to KG&E Quality First. We (H. Bundy, B. Smith, and myself) asked him if he would be willing tc talk with Lawrence Martin tonight and he said he would.
At 11:18 this morning another Daniel International Company, QA Level II weld inspector entered the office and made similar allegations.
His name is Tony Mathews and he did not desire anonymity.
His allegations are:
1.
He was told to visually inspect welds which still had paint on them. He believed this was in violation of Section 3.1 of AWS D1.1-75.
2.
He had been specifically ordered to accept welds which were in violation of Section 2.7.1.2.

He has found missing welds, undersize welds, cracked welds, and missing beams.

They had no written procedures.
He stated he had been fired for accidentally inserting the wrong acceptance criteria on his data sheet.
He was concerned that since he was told his results were not official documentation, that all bad results mould be thrown away.
He said that out of 40 connections (beam to embed with 2 clip angles),
he had inspected in the last week and a half, none were acceptable per
- 2. 7.1. 2, 3. 6, and 8.15.
He stated Daniels is modifying the code to suit their purposes and of the 90 welds he has inspected, 36 were acceptable per this modified code. He only had 4 acceptable welds per the unmodified code.
He felt the remaining inspectors were intimidated due to the firing of one inspector last week, three inspectors this morning, and Daniels tight quota system.
