to the inspection conducted on August 9 to 13,1999, at the Callaway Plant facility.
The enclosed report presents the results of this inspection.
The purpose of this inspection was primarily to evaluate the effectiveness of the licensed
operators' requalification program. The inspectors used the annual licensed operator
requalification examinations to assess licensed operator performance. The inspectors also
evaluated the operations training staff in the development, administration, and evaluation of the
biennial requalification examination. Overall, we observed improved licensed operator
communications during the inspection. The operations training staff developed, and
administered, the requalification examinations professionally and accurately.
We are concerned about the performance of operating crews in the simulator portion of the
operating test. The two crews observed during the inspection both failed to implement timely
corrective actions. We will continue to monitor crew performance indicators and your licensed
operator continuing, training program,
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room (PDR).
