Dear Mr. Thompson:
Having re viewed the Environmental Assessments and Finding of No Significant Impact documents relative to the Al Chem IE facilities, I an appalled by the blind approach of addressing "s ta ble" isotope enrichment.
The term "enrich stable isotopes" is used throughout with no indication that the permitted use is limited to stable isotopes or elements.
In any benefication technology there is possibility of the en richment of a msterial in radioac tive elemen t s.
In this case the re is the very distinct possibility of eniciching the " ta ils" or "product stream" in one or more radioactive isotopes.
Without a complete analysis or a restriction on the ma te rials to be processed, I cannot understand how the NRC can reach the conclusion that "no radiological doses are projected for normal operations."
In fact our in forma t ion indicates that the applicant nay be enriching radioactive isotopes in some of their initial applications.
In addition it is interesting that no mention wha ts oeve r is made of the involvement of the Division of Radiologic.a1 Health in this process and our concern for thia operation.
While our rough analysis does not indicate a major problem, we do have major conceram relative to the possible concen tration of a number of radioactive isotopes.
Va certainly do not believe thence will be no radiological doses associated with a process that can concentrate specific isotopes and that allows the handling of virtually any material.
It appears the analysis by the NRC staf f is extremely shortsighted given the potential broad applications for which this technology may be utilized.

r Mr. Ilugh Thompson September 29, 1988 Page 2 To preclude the development of possible problems, we have established a working relationship with Al Chen IE, wherein they will provide us with advance notice of any proposed product stream.
This will ensure that adequate analysis and licensing ac tions are taken prior to the processing of any radioactive ma te rials.
While we understood the NRC does not regulate all radioactive materials and regulates no radiation machines, we do feel it is prudent for the NRC to indica te its limited involvement and analysis and properly qualify its conclusion.
It is our desire to ensure tha t this operation is adequately assessed and operated from a complete radiological perspective.
