Staff Director In response to your letter of December 11, 1985, the Staff of the Missouri Public Service Commission is vitally interested in the NRC's ll ARVEY G. lil'BBS correspondence with Union Electric Company.

Callaway is the largest single generating unit serving Missouri CILLI AM C. ll AR R ELSON ratepayers, with a maximum dependable capacity of 1120 MWe-net.
cener.i Counwi Callaway represents the greatest individual plant rate base investment for which Missouri ratepayers have been charged.
Callaway is Union Electric's base load thermal plant.
Therefore, Callaway's production significantly impacts UE system production costs.
Callaway has the largest operating staff of any generating unit serving Missouri ratepayers.
Due to each of these facts, the contents of NRCs correspondence with Union Electric will have significant impact on Missouri ratepayers.
Therefore, it is requested that the NRC continue to send copies of its correspondence with Union Electric to the Staff of the Missouri Public Service Commission.
In order to clarify the situation, please send one (1) copy of all such correspondence addressed as follows:

and Eric A. Eisen, Esq.
Mr. Cauger is ' no longer employed by the Missouri Public Service Commission.
Mr. Eisen's firm is still the Commission's Washington, DC Counsel, however, direct communication with the Staff at the Jefferson City, Missouri office is preferred at this time.
Finally, I would like to share with you briefly my frustration in attempting to have the NRC revise its service list in both Docket Nos.
50-482 and 50-483.
In several letters over the past two years I have requested changes in the NRC service list on behalf of the Missouri Public Service Commission.
An example, now nearly a year old, is attached as Enclosure A (3 pages).
The NRC Memorandum of December 11, 1984 and my response represent'only one instance of.such attempts.. Although your letter of December 11, 1985 was addressed to me,- recent docket service list mailings have not been correctly distributed in accordance with the aforementioned Enclosure A.
Enclosure B (3 pages), a December 3, 1985 memorandum from your office, is also attached for reference.

Mr. Youngblood, your cooperation and assistance in this matter would be greatly appreciated. The Staff of the Missouri Public Service Commission does not wish to be burdensome in this. request. Our only desire is to properly serve the ratepayers of Missouri.
