RIV-85-A-0013 This refers to our letter to you dated February 4,1985, in which we requested that you contact us and provide additional information regarding your concerns related to construction activities at Kansas Gas and Electric Company's Wolf Creek Generating Station. A general discussion had taken place with Mr. L. E.

Martin of this office on January 23, 1985, prior to the sending of the mentioned letter. The conversation with Mr. Martin was in regard to your previous contact with NRC.

In that you have not contacted us and provided the additional information we-requested, the Regional Staff plans no further action regarding this matter. We did, however, alert our inspectors to your general concerns so that they could pay particular attention to those areas during their routine inspections.

BETWEEN REVISIOhS QA has come up with a way for us to adjust certification tests that are incorrect while we are in the process of reachirg full revision status on all certification.

1.. If you have . just giyen a test,_ and in the evaluation .

stage you find a, question to be incorrect or the answer key to be ' incorrect (fo'r any reason) then you will prepare a meno addressed.to me giving the following information:

a. Name of the Examination with Rev. number.
b. Name of' the individ'ual taking the 'tes't'

c.' List the question (s) number with a brief statement which speaks to why .the question (s) are not any good. i.e. procedure revision, "out of date material, ho answer. choice,..etc. .

d. For each item in c above state you action taken, i.e. "gave credit for the question due to prouedure revision" or "because answer key is wrong" etc.

  • Af ter completion of No.1 above. adjust the grade accordingly and send me the memo fastened to. the individual's comple ted tact. Be sure to ad the grade on a redistribution of good questions /100%.just ,
2. Should you find prior to giving a certification exam. .

Level II Coatings Certification Exam While grading a Level II Coatings certification Exam ' yesterday'I noted questions 57, and 71-100 (4 questions) , were no longer valid due The to Procedure Revision - Revision 8 to QCP-V-100 approved 12-15-82.

exam was KG&E approved 7-8-82. If the exam is graded per the approved answer sheet the individual who is being tested for re-certification will not recieve a passing grade and his present certification shall expire 1-28-83. It should be noted that the person tested missed only one of the remaining 69 questions and he is the Lead Coatings Inspector.

In as much as KG&E has revision control which means no additions, deletions or changes without their approval I must grade this persons test to the approved answer sheet, give him a failing grade, and retest him after 16 working days and an appropriate training program. This course of action is the only approved procedure I may follow per AP-VI-01. Please advise me as soon as possible as to any alternative approved grading procedure.

SUBJECT:

When certification Examinations or individual examination questions become outdated due to procedure revisions, the question (s) or the examination shall be corrected, brought up-to-date and used while waiting for client approval of forth coming revision. Submission of a new revision should be undertaken within a week (7 working days) after discrepancies have been determined.

Notification must be given to the Project Quality Manager prior to -

implementing the provisions of this memo.
