Dear Dr. Murley:

It is requested that the Office of People's Counsel be included on the NRC Service Lists for the Calvert Cliffs, Peach Bottom, and Salem Nuclear Power Plants. Maryland law assigns the Offi~e of People's Counsel the duty of representing residential customers of the utilities regulated by the Maryland Public Service Commission. Article 78, Section 15. Included in that duty is the responsibility of ensuring that ratepayers pay only just and reasonable costs incurred by the utilities and that costs incurred as a result of management imprudence are not borne by ratepayers. Article 78, Sections 28(d), 54F and 68. We have previously used NRC Inspection Reports and other NRC documents and found them to be necessary to understanding the cause of outages at the Calvert Cliffs units. It is difficult to know whether all relevant documents have been obtained from the Public Documents Room when we are not aware of all existing documents. Therefore, we would like to be placed on the service list to receive any information related to inspections, events and management of each facility. Since the Delmarva Power and Light Company partially owns Peach Bottom Units 2 and 3 and Salem Units 1and2, the documentation is necessary for those plants.
