I am writing this letter toinform you that as of January 9,1989 Coffey County will no longer be qualified to uphold their portion of the Wolf Creek Emergency Response Plan for the following reasons.
1.
Under the plan,' the Sheriff has primary overall responsibility and control until the head of the County Commission reaches the EOC and assumes his responsibilities. This requires that the Sheriff be acquainted with the workings of the whole plan and be totally knowledgeable with the Sheriff's and County Commission's portions of it, as well having a working familiarity with the Sh erif f's Dispatch e r's and Coffey County Engineer's portions. As of the date of this letter, to my knowledge,the new Sheriff is not capable of performing his portion of the plan due to lack of training and experience, and thus the Sheriff's portion of the plan becomes null and void.
2.
In the absence of the Sheriff, the Undersheriff has these same responsibilities. The Sheriff and Undersheriff would be each other's relief in case of a prolonged stay in the EOC.The newly designated Undersheriff is not capable of performing his portion of the plan due to lack of training and experience, and thus the back-up of the Sheriff's portion of the plan becomes null and void.In fact, when asked by me what he and the new Sheriff intended to do about the Wolf Creek Plan, the newly designated Undersheriff laughed ir my face and said,"We'll fake it!"

The County Engineer is new and to my knowledge has received very little training in his role, thus making 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> manning of this key position very unlikely,even though his alternate is fully trained and capable.
4.
There will be a new alternate for the Director of Emergency Preparedness, since the old alternate will become the Public Information Officer, and the new alternate has received very little training, to my knowledge,thus making 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> manning of this key position unlikely.

There is a new County Clerk, who will become the PublicInformation Officer,and who has not received enough training to my knowledge,thus making the manning of this key position difficult.

The County Commissioners apparently do not take their responsibilities under the

plan seriously, and do not keep the Dispatchers advised of where they can be reached in j
case of the activation of the Wolf Creek Plan. This makes having a trained Sheriff and l
Undersheriff even more vital. There was a several day stretch in November 1988 when all of the commissioners were out of the county in Wichita,and the Sheriff, Undersheriff, i
Director of Emergency Preparedness,and the Dispatchers were unaware of this. The only f
notification was in the Burlington paper of the previous Wednesday.There would not be time,in an emergency,to check the papers for the Commission's where-abouts. During an

announced pre-exercise drill, not only did not all of the Commissioners attend the briefing, but it took an hour and a half to get a Commissioner into the EOC,even though
!l one was contacted three times, but refused to come.

Since so many key positions are lacking in training and ability, and especially the vital Sheriff and Undersheriff positions, the plan as it is now, is unworkable.Coffey County cannot keep their part of the plan in effect, and since they are the first link in the chain, the whole plan falls apart.
The outgoing Sheriff and Undersheriff have always taken this plan very seriously. Since the plant opened, they have had to coordinate their days off so that one of them would always be in reach, and they would know where to get ahold of the other in case of emergency. To my knowledge, they were the only two in th e whole plan to have done this as a regular routine.
- Hopefully someone will take my concerns to heart and pay attention, since lives are at stake.
Hopefully these deficiencies will be corrected before the unthinkable happens,Besides being the outgoing Shvfiff, I am also a resident and taxpayer of Coffey County.1 feel a concern and a responsibility to bring these facts to light so that the public will know.

Board Meets Every Monday In response to a letter written by the former Sheriff of _Coffey County, Earl Freeman',._the Coffey County Commissioners would like to take this opportunity to respond. The' Commissioners place great importance on protecting the health and safety of Coffey County residents. Coffey County continues to be qualified to uphold their_ portion of emergency planning for, Wolf Creek.

'Our. responses to the items identified in the letter are as follows:
1.
The new Sheriff received training on January 3 at 1:00 P.M.-on the " Overview of the Three Emergency Plans"., This course included how the Wolf Creek, Coffey County, and the State _of Kansas emergency plans function, and covers.the primary
. responsibilities of key personnel.
2.
- The new Undersheriff was appointed to this position on January 9, 1989 and will be trained as soon as the sessions can be sdheduled.

'of the Three Emergency Plans", " Basic Radiation Effects", "Self-Protection Radiation Monitoring", and the " Sheriff's Deputy
. Role Position". Additionally, the former Undersheriff still works in the department and is being placed on emergency call lists as a second alternate.

The County Engineer received training on January 3 and actively participated in the December 5,1988 annual Field Exercise with Wolf Creek, the County, and the State of Kansas.

1986. When a new alternate is trained', the County Clerk will then assume the position of Public Information Officer.

The County Commissioners take their responsibilities under the plan very seriously and have-done so since it's creation. The Commissioners' line of succession is stipulated in the County Plan. During the unannounced pre-exercise, a Commissioner was available by telephone within 22 minutes of the notification of a simulated emergency f rom Wolf Creek. During the un-announced annual Field Exercise, a Commissioner was present in the County Emergency Operations Center within 34 minutes of receiving the first notification from Wolf Creek. All five-Commissioners came to the E.0.C. the evening of the exercise.
All personnel filling key positions in the Coffey County Emergency Response Organization are trained and able to fulfill their responsibilities in protecting the health and safety of the residents of Coffey County.

The County Engineer is new and to my knowledge has received very little training in his role, thus making 24 hout manning of this key position very unlikely,even though his alternate is fully trained and capable.

There will be a new alternate for the Director of Emergency Preparedness, since the old alternate will become the Public Information Officer, and 'the new alternate has received very little training, to my knowledge,thus making 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> manning of this key position unlikely.

There is a new County Clerk, who will become the PublicInformation Officer,and who has not received enough training to my knowledge,thus making the manning of this key position difficult.

The County Commissioners apparently do not take their responsibilities under the plan seriously, and do not keep the Dispatchers advised of where they can be reached in case of the activation of the Wolf Creek Plan. This makes having a trained Sheriff and Undersheriff even more vital. There was a several day stretch in November 1988 when all of the commissioners were out of the county in Wichita,and the Sheriff, Undersheriff, J Director of Emergency Preparedness,and the Dispatchers were unaware of this. The only notification was in the Burlington paper of the previous Wednesday.There would not be time,in an emergency,to check the papers for the Commission's where abouts. During an announced pre-exercise drill, not only did not all of the Commissioners attend the briefing,but it took an hour and a half to get a Commissionerinto the EOC,even though one was contacted three times, but refused to corne.

Undersheriff Since so many key positions are lacking in training and ability, and especially the vital Sheriff and Undersheriff positions, the plan as it is now, is unworkable.Coffey County cannot keep their part of the plan in effect, and since they are the first link in the chain, the whole plan falls apart.
The outgoing Sheriff and Undersheriff have always taken this plan very seriously. Since the plant opened, they have had to coordinate their days off so that one of them would always be in reach, and they would know where to get ahold of the other in case of emergency. To my knowledge, they were the only two in the whole plan to have done this as a regular routine.
Hopefully someone will take my concerns to heart and pay attention, since lives are at stake.
Hopefully these deficiencies will be corrected before the unthinkable happens.Besides being the outgoing Sheriff, I am also a resident and taxpayer of Coffey County.1 feel a concern and a responsibility to bring these facts to light so that the public will know.
