RELIEF REQUESTS NUMBERS 1S1-13 THROUGH ISI-18 FOR THE CALLAWAY PLANT INSERVICE INSPECTION PROGRAM (TAC NO. MA2312)

Dear Mr. Randolph:

By letter dated July 10,1998 (ULNRC-03863), you submitted six requests for relief from the requirements of Section XI of the 1989 Edition of the American Society of Mechanical ,

Engineers Boiler and Pressure Vessel Code (ASME Code), for the second 10-year interval inservice inspection (ISI) at Callaway, Unit 1. The relief requests are numbered ISI-13 through l lSI-18. Additionalinformation was provided in your letter of June 11,1999 (ULNRC-4051), that I was in response to the staff's request for additional information of May 6,1999.

3 Pursuant to 10 CFR 50.55a(g)(6)(i), the staff has concluded that certain inservice examinations cannot be performed to the extent required by Section XI of the'ASME Code. The licensee has demonstrated that specific Section XI requirements are impractical for Relief Requests ISI-13, ISI-14, ISI-15, ISI-16, ISl-17, and ISI-18. Therefore, relief is granted as requested pursuant to

~ 10 CFR 50.55a(g)(6)(i) for the current inspection interval for Callaway, that ends December 19, 2004. - The granting of this relief is authorized by law and will not endanger life, property, or the common defense and security and is otherwise in the public interest, giving due consideration  !

to the burden upon the licensee that could result if the requirements were imposed on the l facility, j The NRC staff's evaluation and conclusions are contained in the enclosed Safety Evaluation with the attached contractor technical letter report.
