SUBJECT: RIV-85-A-0077

This refers to our inspections into your concerns regarding a radiation

overexposure in the containment building at Wolf Creek Steam Generating Station.

Our review and formal inspection regarding this matter has been completed and I

documented in NRC Inspection Report No. 50-482/85-31. Your concerns were

found to be unsubstantiated. This does not necessarily mean that we find the

facts as you stated them to be untrue; rather, it means only that we were

unable to obtain objective evidence to corroborate your statements through

interviews, document reviews, and/or direct observation. As a regulatory

agency, objectivity is of utmost importance along with ensuring compliance with

regulatory requirements. Objectivity ensures our decisions and conclusions are

based on fact, and that any action based on these facts can be legally l

enforced. This concludes the Regional Staff's activities regarding this matter. '

I We have benefited from hearing about your concerns and feel that our actions in

this matter have been responsive to those issues. We take our safety -

responsibilities to the public very seriously and will continue to do so

vigorously within the bounds of our lawful authority. l
