1 f I As residents of Long Island, we are writing to you to express ) our outrage at your recently granting a 5% low' power testing.11cenae j for the Shoreham Nuclear Power Plant (owned by the Long Island' Lighting Co.). '1 de age sure you are aware that in granting this license, the i N.R.C. is virtually ignoring its own regulation by allowing an emergency plan submitted by a private company (namely LILCO) to substitute for that of a duly elected government. You might argue that it appears that the Suffolk County government is now fully + cooperatinF with this evacuation plan as submitted -- you are wrong, Mr. Laurenson. PETER F. COHALAN is fully cooperating, yes. But Peter F. Cohalan is not, we assure you, in and of himself a duly elected government. It would serve you well to note that this very matter is now in litigation. One judge has already found Mr. Cohalan has overstepped his bounds. Mr. Cohalan thinks not - we'll see. As for the A.S.&L. Board, we believe you have put the cart before the horse. In this case, a most dangerous move. A move which jeopardizes the safety of the residents of Long Island. This license has been granted while the evacuation plan issue remains unresolved. Is your plan to grant the lic?nse and then, therefore, expect the 1 Suffolk County Legislature to approve the evacuation plan because "their hands are tied"? l It must be said that this entire Shoreham issue over the years (but most especially recently) has been quite enlightening. There has been more blatant " underhandedness" and political whitewashing than one would imagine possible. It seems that the motto is "IF YOU CAN'T OPEN IT GOING BY THE RULES, JUST ' CHANGE THE RULES!" We cannot urge enough that the appeal of the Suffolk. County Legislature on this licensing decision be taken most seriously into I consideration. Dear Mr. Laurenson:

As residents of Long Island and concerned citizens, we are writing to you to express our outrage at your granting a 5% low-power testing license for the Shoreham Nuclear Power Plant (owned by the Long Island Lighting Co.). We are sure you are aware that in granting this license, the N.R.C. has j virtually ignored its own regulation -- by allowing an emergency plan sub-l mitted by a private company, i.e., LILCO to substitute for that of a duly. j elected government. Peter F. Cohalan IS NOT, in and of himself, a duly elected government. As a matter of fact, this very matter is now in j litigation. It is apparent to all, that Mr. Cohalan has overstepped his authority. As for the A.S.&L. Board, we believe you have acmd very irresponsibly. And in this case, you've made a most dangerous move..Long Islanders have never faced a crisis as farreaching as this one. No emergency evacuation l plan can give Long Island residenta real protection. This license has i been granted while the evacuatior. plan issue is still unresolved. Is it your intention to grant the license and then, therefore, expect the Suffolk County Legislature to approve t'ae evacuation plan because "their hands are tied" ? Over the ;7 ears the issue of Shoreham has been very depressing -- as-LIICO has challenged not only our health and prosperit), but our constitutional right to secure our own safe future. However, recently there has been too much political " whitewashing'. Apparently if LILC0 can't get its own way playing by the rules, they'll change the rules. We strongly urge you to please support the appeal of the Suffolk County legislature on this licensing decision. Help us regain our faith in our representative government. 1 l Thank sou. This submission relieves the County of the necessity of furnishing the Board with the executive order. But the Board still e> pects to receive the County's position respecting the present significance of the executive order - l s as soon as that position has been formulated. Once the l County's views are in hand, the Board will solicit those of the other parties to the proceeding (including, most particularly; those of the State of New York).
