In Reply Refer To:

Docket No. 50-313/78-15 50-358/78-23 Arkansas Power and Light Company ATTN: Mr. William Cavanaugh III -

Executive Director of Generation and Construction P. O. Box 551 Little Rock, Arkansas 72203 Gentlemen:

Thank you for your lettar of October 24, 1978 in response to our letter and Notice of Violation dated October 4,1978. We have no further questions in regard to items 1 and 3 of the subject Notice of Violation and we will review your corrective actions during a future inspectio However, as a result of our review of your response to item 2 of the Notice of Violation, we find that additional information, as discussed with your Mr. Steve Petzel during a telephone call on November 2,1978, is neede Specifically, your response gives the steps you have taken to correct the example cited in item 2 of the Notice of Violation but it does not address the generic issue of ensuring that all required Technical Specification sur-veillance related activities are covered by appropriate procedures. Please reply to this issue by providing to us, within 20 days of your receipt of this letter, the infonnation required by 10 CFR 2, Part 2.201.(a).(2) and

.(3).

With regard to your reply to the deviation noted in paragraph 16 of the subject report, we have no further questions with regard to your corrective actions, subject to our subsequent review. However, we would like to point out the following. The enclosure of your September 17, 1976 letter from D. A. Rueter (AP&L) to V. Stello, Jr. (NRC) indicates in paragraph B.l.(j), page 3, that you are substantially in compliance with Section 0.1.(j) of BTP APCS B9.5-1,

>

which endorses the National Fire Code, NFPA-8 We, therefore, continue to feel that the subject report is correct in stating that you were in deviation from you abuve noted commitment to the NR

Sincerely,
