ANNUAL ASSESSMENT LETTER - ARKANSAS NUCLEAR ONE (NRC INSPECTION REPORT 05000313/2006001 AND 05000368/2006001)
Dear Mr. Forbes:
On February 8, 2006, the NRC staff completed its performance review of Arkansas Nuclear One. Our technical staff reviewed performance indicators for the most recent quarter and inspection results for the period from January 1 through December 31, 2005. The purpose of this letter is to inform you of our assessment of your safety performance during this period and our plans for future inspections at your facility.
This performance review and enclosed inspection plan do not include physical protection information. A separate letter designated and marked as Official Use Only - Security Related Information will include the physical protection review and resultant inspection plan.
Overall, Arkansas Nuclear One, Units 1 and 2, operated in a manner that preserved public health and safety and fully met all cornerstone objectives. Plant performance for the most recent quarter was within the Licensee Response column of the NRCs Action Matrix, based on all inspection findings being classified as having very low safety significance (Green) and all performance indicators indicating performance at a level requiring no additional NRC oversight (Green). Therefore we intend to conduct reactor oversight process (ROP) baseline inspections at your facility.
While plant performance for the most recent quarter is within the Licensee Response column of the Action Matrix, Arkansas Nuclear One, Unit 1, was in the Regulatory Response Column of the Action Matrix at the beginning of this assessment period based on one finding of low to moderate safety significance (White) in the Mitigating Systems Cornerstone. This finding involved the unacceptable use of manual actions in lieu of providing protection for cables associated with equipment required for achieving and maintaining hot shutdown conditions.
The NRC conducted a supplemental inspection in accordance with Inspection Procedure 95001, "Inspection for One or Two White Inputs in a Strategic Performance Area." The NRC concluded that the root cause, extent of condition and cause reviews, as well as corrective actions were appropriate. As a result, the finding was closed in NRC Inspection Report 05000313/2005-011;05000368/2005-011, dated March 31, 2005.

-2-In our midcycle assessment letter dated August 30, 2005, we advised you of a substantive crosscutting issue in the area of Problem Identification and Resolution involving weaknesses in prioritization and correction of known conditions adverse to quality. In response to this, your staff conducted a review of the corrective action system to identify any documented conditions adverse to quality that were not being adequately addressed in a timely manner. No issues were identified. Our inspection of your review, in conjunction with our review of your actions to identify, effectively assess, and correct instances of ineffective or untimely corrective actions indicated that you had satisfactorily addressed this issue. This review was documented in NRC Inspection Report 05000313/2005005 and 05000368/2005005. No additional inspection findings related to problem identification were identified during the last six months of the assessment period. On the basis of your actions to address this issue, we consider the substantive crosscutting issue satisfactorily resolved. We will continue to monitor your progress in this area as part of our baseline inspection program.
The enclosed inspection plan details the inspection, except those related to physical protection, scheduled through September 30, 2007. In addition to the baseline inspections, NRC will also be conducting inspections on Unit 2 in accordance with Inspection Procedure 50003, Pressurizer Replacement Inspection. The inspection plan is provided to allow for the resolution of any scheduling conflicts and personnel availability issues well in advance of inspector arrival onsite. Routine resident inspections are not listed due to their ongoing and continuous nature. The inspections in the last 9 months of the inspection plan are tentative and may be revised at the midcycle review.
In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter and its enclosure will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
