Dear Mr. Hutchinson:

This letter acknowledges receipt of changes to the Arkansas Nuclear One Emergency Plan implementing Procedure 1903.010, Emergency Action Level Classification, Revision 34 PC-2, received on December 18,1998, under the provisions of 10 CFR Part 50, Appendix E, Section V.

We did not identify any violations of 10 CFR 50.54(q) during our review. Implementation of these changes will be subject to inspection to confirm that they have not decreased the effectiveness of your emergency plan.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
