EVALUATION OF ALTERNATIVE EXAMINATICN 99-0-002 FOR ARKANSAS NUCLEAR ONE, UNIT NOS.1 AND 2 (TAC NOS. MA5144 AND MA5145)

Dear Mr. Hutchinson.

By letter dated April 1,1999, Entergy Operations, Inc., submitted a request to the Nuclear Regulatory Commission (NRC) staff for an alternative to the requirements'of IWL for Arkansas I

Nuclear One, Unit Nos.1 and 2, pursuant to Title 10 of the Code of Federal Reaulations (10 CFR) Section 50.55a(g)(6)(ii)(B) and the requirements of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code, or the Code),

Section XI. The ASME Code,Section XI, Subsection IWL provides requirements for the inservice inspection of concrete containment components for light-water cooled reactors.

You requested authorization of an alternative examination pursuant to 10 CFR 50.55a(a)(3)(i) or (ii). In Altemative Examination 99-0-002, you propose alternative examination methods to those specified in Table IWL-2500-1, Examination Category L-A (Item Nos. L1.11 and L1.12),

IWL-2310, and IWL-2510. The alternative is to perform a general visual examination of the accessible areas and a detailed visu~al examination of those areas determined to be suspect. In addition, you propose alternative exam! nation methods to those specified in Table IWL-2500-1, Examination Category L-B (item No. L2.30), IWL-2310, and IWL-2524. This attemative is to a

perform a detailed visual examination of both anchorage hardware and the surrounding concrete. The proposed examination methods, for the attematives previously described, will be 4

consistent with the methods described in the Subsection IWL of the ASME Code,Section XI, If 1997 Addenda.

Therefore, this proposed altemative is authorized, pursuant to 10 CFR 50.55a(a)(3)(i), for the Arkansas Nuclear One, Unit Nos.1 and 2, containment inspections required in accordance with 10 CFR 50.55a(g)(6)(ii)(B). The staff's conclusions are detailed in the enclosed Safety Evaluation.
