SAFETY EVALUATION OF ADEQUACY OF FIRE BARRIER PENETRATION SEAL PROGRAM (TAC Nos. 61195 and 61196)

During the Appendix R inspection of Arkansas Nuclear One, (AN0) Units 1 and 2, during the period May 4-8, and June 8-12,1987 (Inspection Report 87-14), the ,

staff raised concerns regarding the qualification of fire barrier penetration seals installed throughout the plants. Following exchanges of correspondence between ANO.and the NRR staff, it was decided in concert with our contractor Science Applications International Corporation (SAIC), that a site visit would be required to resolve this issue. A site visit was made in October 1989 at which time ANO was asked to document a complete description of the entire penetration seal program. That documented description was submitted to NRC on February 1, 1990.

Based on the staff's evaluation of the ANO submittals and the subsequent site audit, the staff has concluded that the licensee's fire penetration seal

  • program is adequate, as documented in the~ enclosed Safety Evaluation (SE).

The SE'also documents your comitment to complete the 100% review of all .

Technical Specification fire penetration seals by December 31, 1991. .This completes our review of the TAC Numbers listed above.
