DENIAL OF REQUEST TO CHANGE THE TECHNICAL SPECIFICATION RELATED TO CORE PROTECTION CALCULATOR CALIBRATION FOR ARKANSAS NUCLEAR ONE, UNIT 2 (TAC 76460) l By letter dated March 2,1990, Arkansas Power and Light submitted a request to l
changetheTechnicalSpecification(TS)forArkansasNuclearOne, Unit 2 (ANO-2). The proposed change would revise the power calibration requirements for the Linear Power level, Core Protection Calculator (CPC) delta-T power and the CPC nuclear power signals.
In addition a time limit for declaring the channel inoperable would be added to the TS.
In response to the amendment request, a preliminary review was completed and the Federal Register notice was published on May 16, 1990.
A more detailed technical review of the amendment request has been completed.
The staff has determined that the request is not acceptable for a full review, and the amendment is rejected for the following reasons.
From a safety standpoint, although the proposed change may cause the CPCs to have more conservative settings than presently required, the staff does not think it is good operating practice to have no limit on the amount by which the CPC power indications could exceed the calorimetric power. Safe operation dictates a more precise knowledge of true operating conditions at any given time.
In addition, if the proposed change were implemented, the-plant would trip on or before the time it trips with current procedures.
In view of the i
current trend toward eliminating spurious trips, this does not appear to be an F
acceptable proposal.
l The requested change in the TS would eliminate the present requirement to l
adjust the safety system power indications when they are found to be in the conservative direction. This would reduce the fre l-measured power to match the calculated secondary (quency of ad usting the calorimetric power. This change has been requested by two other Combustion Engineering CE) plants; San Onofre and Waterford. The requested change has been rejected for both plants.
The staff believes that this proposal represents a generic change for CE plants with a CPC and should be initiated generically as part of the ongoing TS Improvement Program as an owners group initiative.
