SECOND 10-YEAR INTERVAL INSERVICE INSPECTION PROGRAM PLAN REQUESTS FOR RELIEF NOS.1-98-001 AND 1-98-002 FOR ARKANSAS L NUCLEAR ONE, UNIT 1 (TAC MA2022)

Dear Mr. Hutchinson:

By letter dated June 1,1998, you submitted requests for relief from certain required inspections of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (the Code). Your request contained the Second 10-Year Interval inservice inspection Program Plan Requests for Relief Nos.1-98-001 and 198-002.

The staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory, has reviewed and evaluated your submitted information. Since the examinations described in Request for Relief No.1-98-001 were not performed during the time period required by the Code, the staff concluded that it is impractical, at this time, for you to meet the requirement. The components described in Request for Relief No.1-98-002 would

. require design modifications to comply with the Code requirements, which would impose a significant burden. The staff has concluded that it is impratical to comply with the Code requirements. The examinations performed by your staff, described in each request for relief,

provide reasonable assurance of the subject component's structural integrity. Therefore, the i

staff is granting relief, pursuant to Section 50.55a(g)(6)(i) of Title 10 of the Code of Federal Regulations for Requests for Relief Nos. 1-98-001 and 1-98-002. The relief granted is authorized by law, will not endanger life, property, or the common defense and security, and is otherwise in the public interest, giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.

We have notified Region _ IV of the missed examinations described in Request for Relief No.1-98-001. Region IV will consider the need for review of your corrective actions and potential enforcement actionJ Our detailed evaluation and conclusions are documented in the enclosed Safety Evaluation.
