of this office during the period! June 1 through July 15, 1990,, of activities-

authorized by NRC Operating Licenses DPR-51 and'NPF-6 for Arkansas Nuclear One,

Units 1 and 2, and to the discussion of our-findings with you andLother members

of.your staff at the conclusion of the inspection.

Areas examined during the inspection included onsite followup of events,

operational safety verification, surveillance, maintenance,-and design changes.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and .

.

observations by the inspectors. .The findings are documented-in the enclosed

inspection report.

During this inspection, it was found that certain of'your activities were ir.-

I

violation of NRC requirements.

Violation A involves the failure to adequately

implement a surveillance test . required by the Technical Specifications 1and is:

of concern because of the continued pattern.of failure-to comply ~with Technical

Specification surveillances.

Consequently, you are-required to respond to-

'

Violation A, in writing, in accordance with the provisionsJof-Section 2,201 ofj

the NRC's " Rules'of Practice," Part 2, Title'10, Code of Federal Regulations.-

'

Your response should be based on the specifics, contained in the Notice of'

Violation enclosed ~ with this letter.

With respect to Violation B, the failure to document.a condition. adverse to

quality, it appeared that your staff had. initiated appropriate' corrective'

t

actions to address the violation; therefore, no written response is required.

We -will review the implementation of your actions during a' future' inspection.

The response directed by this letter and the accompanying Notice are not

i

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
