Dear Mr. Hutchinson:

By your application dated September 15,1999 (1CAN099902),'and affidavit dated September 9,1999, executed by Joseph J. Kelly, Framatome Technologies Inc. (FTI), you submitted Topical Report BAW-10235P," Management Program for Volumetric Outer Diameter Intergranular Attack in the Tubesheets of Once-Through Steam Generators," Revision 1, and requested that it be withheld from public disclosure pursuant to Section 2.790 of Title 10 of the Code of Federal Regulations (10 CFR).

FTl stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

Therefore, Topical Report BAW-10235P, marked as propietary, will be withheld from ptblic h(I) disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended. We understand that you are preparing a nonproprietary version of the topical report, which will be submitted under a separate cover letter. The nonproprietary version
