By letter dated October 19, 1989, Arkansas Power & Light Company. ( AP&L) I proposed'to amend the Arkansas Nuclear One, Unit 2 Technical. Specification 4 4.7.12.1.a. Surveillance Requirement. .The amendment would extend the inspection frequency of.the spent fuel-pool from once per 18 months to once . +

per 60 months. The staff is currently reviewing the request and has determined that additional information is required in order to complete its evaluation.

1 i L In order to complete the review of the extension of the inspection frequency of the spent fuel pool surveillance, the following information is required:

1. . Relative to your inspection of the spent fuel pool.. define what is i considered to be a significant crack.
2. . What. actions are to be taken when a significant crack is identified?
3. What are the acceptance values for all recorded measuremehts?
4. What are the criteria used to determine the structural integrity of the spent fuel pool?
5. Does your inspection procedure include all of the above information? f e
6. How will the five-year frequency of inspection interval' ensure the structural integrity of the spent fuel pool? Additional justification i is necessary to extend the surveillance inspection: frequency to once per five years. According to the inspection records, some new cracks or spallings have been found every three years.
