In accordance with Section G.5, Task Order Procedures, of the subject contract, this letter definitizes the subject task order. The effort shall be performed in accordance with the enclosed Statement of Work.

Task Order No. 043 shall be in effect from July 23,1999, through September 10,1999, with a total cost ceiling of $70,797.43. The amount of $68,568.94 represents the estimated reimbursable costs and the amount of $2,228.49 represents the fixed fee.

BACKGROUND-

. A S:f1ty System lingineering Inspection (SSEI) will be conducted for the Arkansas Nuclear One nuclear plant near Russellville, Arkant as. The SSEl will assess the operational performance capability of selected safety system (s) that th3 system is capable of performing its intended safety function. The inspection will assess the licensee's engineering effectiveness through an in-depth review of calwlations, analysis, and other engineering documents used

o support system peiformance during normal and accident or abnormal conditions. The inspection will also venfy compl tsd actions for regulatory commitments that the licensee made in conjunction with the safety systems. NRC inspection Procedure 93809 " Safety System Engineering Inspection (SSEI)" will provide the primary basis for the review
onducted during this inspection.

~)BJECTIVE The nbjective of this task orderis to obtain expert technical assistancein the area of mechanicaldesegn. The specialists ara needed to assist the NRC inspection team in the performance of the SSEl. Thetwo mechanical specialists should i

arimarily have a design background, such as from an architect-engineer firm, withexperiencein: thermal #luids inclu; syst:m cperational requirements, respectively. The specialists should also be familiar with installation and surveillance

33 fimiliir with the regulatory process, and should be able to develop a list of regulatory commitments from docketed scensee correspondence for the plant system (s) selected for review. The specialists will then be required to veri mplementation of the licensee's commitments.

The NRC will rely on representation made by the contractor

NORK REQUIREMENTS AND SCHEDULE The contractor shall provide the qual;fied specialists, and the necessary facilities, materials, and services to assist the NRC stiff in preparing for, conducting,.and documenting the inspection activities and findings. The contractor shall 3rovide the latest rad-worker training; drug / alcohol test; and MMPI test dates of the specialists that will assist in the SSEI at Arkinsas Nuclear One to the NRC Project Officer. The Technical Monitor / Team Leader for this task is Chuck Paulk.

Th3 Technical Monitor may issue technical instructions from time to time during the duration of this task order. Technical nstructions must be within the general statement of work stated in this task order and shall not constitute new assignm:nts of work or changes of such nature as to justify an adjustment in cost or period of performance. The

1. Develop a list of regulatory committnents inspection preparation will take place at the for the selected plant system (s) based Region IV office in Arlington, Texas on or upon a review of docketed information. about July 26 - 30,1999.

Prepare an inspection plan and obtain a thorough understanding of the selected system (s).

2. Perform the inspection. On-site inspection is to take place on or about August 2- 6; and on or about August 16 -20, 1999. Review of documentation, licensee inquiries, and other inspection-related activites will be conducted in contractors home offices during or about the week August 9 -13,1999.
3. Prepare the inspection report. Documentation of inspection will take place, on or about August 23 - 27,1999 in contractor's home office. Final inspection report input is due on or about August 30, 1999.

NOTE: Prior to the start of on-site preparation, the contractors staffis required to be available to coordinate inspection tspects, such as travel logistics, with the Team Leader.

REPORT REQUIREMENTS Technical Reoort At the completion of Task 1, the contractors specialist shall provide an inspection plan to the NRC Team Leader. The

' format tnd scope of this input shall be as directed by the NRC Team Leader.

During Tcsk 2, the contractors specialist shall provide daily reports to the NRC Team Leader. The format and scope of this report shall be as directed by the NRC Team Leader.

At the completion of Task 2 (prior to the inspection team's exit meeting with the licensee), the contractors specialists shall provide a draft in::pection reprt input to the NRC Team Leader. The format and scope shall be as directed by the NRC Te m Lcader. Typically, this input will consist of a handwritten summary of the specialist's inspection findings.

At the completion of Task 3, the contractor shall deliver the final inspection report input (feeder report) to the NRC Project Officer (criginal and one copy) with one hard copy and one computer diskette version (Wordperfect 5.1/6.1 or other IBM PC compatible software acceptable to the NRC Team Leader) to the NRC Team Leader. The format and scope of the l finil report inputs shall be in accordance with the guidance in NRC Inspection Manual Chapter 0610 or as directed by the NRC Team Leader.

i NOTE: The contractor is not required to undertake any further efforts toward report finalization. For example, management review of the feeder report beyond its submittal to the NRC Team Leader and Project Manager is not needed.

' Business Letter Reoort The contractor shall provide monthly progress reports in accordance with the requirements of the basic contract.

MEETINGS AND TRAVEL For estimating purposes only, the following meetings and travel are anticipated:

Ona, two-person, 5-day trip to the Region IV office to prepare for the inspection t j (July 26-30,1999). Off-normal travel permitted up to half-day for each contractor to ensure early arrival at business office i on Monday moming.

Two, two-person,5-day trips to the Arkansas Nuclear One site to conduct the initialinspection.

(August 2-6,1999; and August 16 - 20,1999.) Off-normal travel permitted up to half-day for each contractor to ensure l e rly arrival at plant site office on Monday moming.

Th3 contractors staff shall coordinate all travel arrangements in advance with the NRC Team Leader.

NRC FURNISHED MATERIAL l Docum:nts required to prepare for the inspection will be provided by the NRC Team Leader.

I OTHER APPLICABLE INFORMATION l The work specified in this SOW is 100% licensee fee recoverable. The contractor shall provide fee recovery informati in tha monthly progress reports in accordance with the requirements of the basic contract.
