DECAYHEATREMOVAL"(TACNOS.69721AND69722) l, The NRC staff has completed its review of all licensee responses regarding programmed enhancements as defined in Generic Letter (GL) 88-17 " Loss of Decay Hea', Removal.' The NR0 staff review was based on a sampling of about one-thi.9 of all responses. Since the' sample did not result in significant comments, the remainder of the responses will not be reviewed by NRR. NRC review of this phase of GL 88-17 will be accomplished os an inspection under Temporary Instrsction (TI) 2515/103 in the NRC Inspection I ann 1.

The iuspection wiH take pim after you have made sufficient progress for NRC to make a full assessment of your prograinned enhancements. This letter constitutes the NRR report stated in paragraph 05.01 as a prerequisite to the l

inspection under TI 2515/103.

i Your letter of July 6, 1989, responded to questions raised by Region IV on reactor coolant system (RCS) level measurement and-to the NRC letter of June 7,1989, which commented on your response to GL 88-17 with respect to i

expeditious cetions. The letter of July 6 provided clarifying information s

wl.ich will be taken into consideration when the followup: inspection is'made.

l As:for your implementation schedule, you indicated that all hardware-related modifications would be completed by 1R9 (fall '90) for Unit I and by-2R8 l

(spring'91)forUnit2. Since this is by the end of the first refueling J

outage that is initiated 18 months or later following your. receipt of GL 88-17, your schedule is consistent with tl.e GL and is acceptable. Also,you indicated that programmed enhancements that do not depend'on hadware ctanges would be implemented on or before May 1990. This also is consistet.t m.h the GL and is acceptable.

- Additinnally, you are requested to inform the NRC in writing of any i

significant changes in the estimated completion schedule identified above.

1 You are also requested to inform the NRC in writing when the action has J

actually been implemented and the modifications are determined to be i

operational.
