L Enclosure REQUEST FOR ADDITIONAL INFORMATION ARKANSAS NUCLEAR ONE. UNIT 1 CONDENSATE STORAGE TANK SEISMIC QUALIFICATION We have reviewed your responses to the nine questions and have reservations on

. the adequacy and acceptability of most of the responses. On the basis of the limited information available in our files we find it difficult to conolete the review of the CST design and your responses.

The information whici we have on the seismic design of the CST as based on your July 31, 1986 and June 10, 1990 submittals can be summarized as follows:

a)

The CST foundation consists of a 30 in thick reinforced concrete (RC) base slab supported by a series of 27 RC drilled piers, each 42 in, in diameter, extending down into unweathered shale.

The tank height is 31 ft. and the tank inside diameter is 42 ft.

The approximate bolt circle is 42.5 ft.

b)

The ANO-2 design basis earthquake (SSE) of.209 ground acceleration cnd AN0-2 design spectra are used.

c)

The CST foundation design is partially in accordance with the ANO-2 SAR design criteria as described in the July 31, 1986 submittal.

Specifically, the ANO-2 fixed based models for the seizmic Category I structures are not adopted for the seizmic design of the CST.

d)

According to the responses contained in the June 18, 1990 submittal it is indicated that the design control motion is applied at a rock outcrop cod, the rock motion and free field surface motion are computed by using SHAKE.

e)

There is a 5 ft high partial totoado protection missile shield wall around the CST.

In order to perform a meaningful review of the seismic adequacy of the CST and the respcnses to our questions, the following information is required:

1.

The geometrical configuration of the CST together with the dimensions and steel plate thicknesses of the cylinder and dome; the size and spacing of the bolts.

2.

The elevation of the CST concrete base slab in relation to the plant finished grade elevation.

3.

The location of the 27 RC drilleo piers and their lengths together with information on sizes and arrangement of rebars in the piers, if any.

The thickness of the 5 ft. hiah concrete tornado missile shield wall and details of rebar size and' spacing' including connections to the base mat and spacing between the steel CST and the wall.

Indicate if this wall is a seismic Category I structure.-

5.

The results of the design control motion at a rock outcrop and the rock motion and free field surface motion as computed by SHAKE; and the results of the bedrock motion after deconvolution by FLUSH.

Provide the response spectrum at each location.

6.

The mathematical model used in the soil-structure analysis using FLUSH.

7.

A summary of the calculation indicating how the steel tank, the concrete base slab, and the tornado missile shield wall were analyzed and designed.

Provide the soil parameter values if used in the analysis.

8.

The CST design,at ANO-1 is unique in that it is supported on drilled piers which are anchored into the unweathered bedrock at the bottom and rigidly connected with the CST concrete base slab at the top.

Justify the use of SHAKE and FLUSH for the soil-structure interaction analysis, and also the application of the results of the Taiwan Power.
