Gentlemen:

By [[letter::0CAN119801, Application for Amends to Licenses DPR-51 & NPF-6, Implementing Consolidated EOI QA Plan Manual Submitted on 980430 & Approved by NRC in 981106 Se.Changes Also Clarify Responsibilities on STA Position on Shift|letter dated November 24,1998]] (0CAN119801) Entergy Operations requested changes to the Arkansas Nuclear One (ANO), Unit 1 and Unit 2 Technical Specifications (TS) revising the Administrative Controls Technical Specifications. Additionalinformation was provided by letter dated February 25,1999 (0CAN029902). In subsequent conversations with the ANO-NRR project managers, the Staff reguested additional changes to the proposed TS pages.

The proposed requirements of ANO-1 TS 6.2.2 and ANO-2 TS 6.2.2.h have been revised.

The proposed functional description of" operations staff middle manager" has been replaced with a reference to the functional description " assistant operations manager." Comments from the NRC Staffindicated that the use of" operations staff middle manager" would not require the individual holding the senior reactor operator license to be in the Operations chain of command. Referring to the functional description of" assistant operations manager" provides assurance that the individual performing this function is in the direct operations chain of command.

The proposed requirements of ANO-1 TS Table 6.2-1 item 5 and ANO-2 TS 6.2.2.f have also been revised. Comments from the NRC Staff indicated that the use of" shin crew" in the description of the individual providing advisory technical assistance did not provide an appropriate reporting relationship for this function. Therefore, " shift crew" has been replaced with the functional description of" shift supervisor " It is Entergy Operations' understanaing that this proposed requirement does not prevent ANO-1 and ANO-2 from exercising either option presented in Generic Letter 84-04, " Policy Statement on Engineering Expertise on Shift" It is also our understanding that, ccr 'ent with the generic letter, this function may be provided by the individual fulfilling the funa escription of the shift supervisor.
