This refers to the inspection conducted by Messrs. L. D. Gilbert and W. M. McNeill
of this-office during the period August 13-17, 1990, of activities authorized
by NRC Operating Licenses DPR-51 and NPF-6 for Arkansas Nuclear One, Units 1
and 2,'and to the discussion of our findings with Mr. J. D. Vandergrift and
other members of your staff at the conclusion of the inspection.-

The areas examined during the. inspection included action on previously
identified inspection findings and review of.the records program, the document
control')rogram, and. design changes and modifications programs. Within these
areas, tie, inspection consisted of selective examination of procedures and
"
representative records . interviews with personnel, and observations by the
inspectors. The inspection findings are documented in the enclosed inspection
report., This report does not; include specific inspection followup for any
Diagnostic' Evaluation. Team findings,(reference Diagnostic' Evaluation Team

Report issued December 21,1989).
During this inspection, it was found that certain of your activities were in
m
violation of NRC requirements. However, in accordance with Section V.A. of the
NRC's Enforcement Policy, no citation is being issued for, the violation
described in Paragraph 5 of the enclosed inspection report.

discuss them with you.
