During an inspection.(50-313;368/90-32) conducted the ween of September 24-28 1990, Mr. Ron Baer and AN0 management discussed the position of Radiation Protection Manager. As discussed, effective August 27, 1990, .

David J. Moss was named as Manager of the Radiation Protection and Radwaste [

Department at ANO. Mr. Moss was selected to fill the position at ANO to i'

strengthen the ANO Radiation Protection and Radwaste Programs and to'

' enhance their-implementation effective.,es . Mr. Moss holds a BS degree in Nuclear Eng neering from the University of i

l-Maryland and l', an experienced professional in applied radiation protection having served over three years as head of the Radiological Support

, Division, Noriolk Naval Shipyard and one year as head of the Accountability

Branch, Radiological Support Division, Norfolk Naval Shipyar In addition to the above experiance, Mr. Moss has four and one-half year l experience with the Instituto of Nuclear Power Operations (INPO) and continues to be employed by INPO on loan to ANO for an initial period of q one yea .

During Mr. Moss's tenure with INPO, he served as a Senior Evaluator / Group Leader in th_e Assistance and Technical Group, Radiological Protection Department. He brings wide experience and knowledge of radiation protection, health physics, and radwaste practices and implementation techniques having participated in 26 different plant evaiuations, representing all major reactor types. In addition, he participated in corporate evaluations and conducted several.special assist visits in areas such as exposure reduction, exposure control, contamination control ano industrial. safet ~f N ~

' Oc. ber 12, 1990 Page 2 We believe that Mr. Moss is fully qualified and satisfies the Regulatory Guide 1.8 requirements for the Radiation Protecti9n Manager position; however, we also recognize the need during a transitional period to provide Mr. Moss with some specific technical support assistance. We will address this issue for tr transition period by staffing the Health Physics Department with a Technical Assistant to the Manager of the Radiation Protection and Radwaste Department. For the transition aeriod, this Technical Assistant will assist Mr. Moss in fulfilling t1e Radiation Protection Manager responsibilities and will also meet the qualifications of Regulatory Guide 1.8 for the Radiation Protection Manager. We intend for the transition period to cover a minimum of six months at which time ANO management will evaluate the need for continued support. This period will allow Mr. Moss to become familiar with the plant systems specific to AN It will also provide additional technical expertise to assist him in the execution of responsibilities on the Plant Safety Committee and other activities requiring technical interface with facility changes and plant evolutions that influence exposure control and ALARA dose control issue We have selected Mr. David D. Snellings, Jr. to fill the position of Technical Assistant to Mr. Moss and are currently in the process of formally executing the personnel action necessary to finalize his appointment. Mr. Snellings will begin to function as the Technical Assistant to Mr. Moss on Monday, October 15, 199 Mr. Snellings holds a M.S. in. Radiological Science (Health Physics) and is certified by. the American Board of Health Physics. He has several years of nuclear power plant experience having served as the AN0 Radiological Protection Manager for four months, the Manager-Nuclear Programs, the ANO Technical Analysis Superintendent and the Corporate Health Physicis We believe this additional support during-the transition period will provide a solid basis for continued improvement in our Radiation Protection Program If you should have any further questions, please contact me at (501) 964-860 Very truly yours, (). a ,[ h ==
