This refers to the meeting and discussion held August 23, 1990, between your
Messrs. W. Perks, R. Y,ing, and A. Jacobs and our Messrs. J. Jaudon and

T. Westerme concer ing inc unresolved item related to missed surveillance n
tests (313/9016-01; 368/9016-01).

As a rr.sult of this. discussion, we concluded that a violation of the Technical Specification requirements to conduct various surveillance tests had occurred; there vere multiple examples of the violation. However, in accordance with Section V,G.1 of the NRC's Enforcement Policy, no citation is being issued because w have determined that:
o The instances of missed surveillance tests were identified by the licensee.
o The violatlun examples cal. be classified at Severity Lu el IV, o;
The licensee reported the violation examples by licensee event reports as required by regulations.
o.
-The violation and the conditions that caused the surveillant.; tests to be missed have been corrected, and these corrective actions have been i
effective in preventing recurrences. -

o The violation was not willful, and the examples occurred during a time l
period before the corrective actions were in place.
For record purposes, the unresolved item listed above is closed by the notification of this noncited violation-described herein.
