SUMMARY

OF MANAGEMENT ACTIONS I

( GeneralInformation I During the first 6-month period of 1999, the average population granted unescorted access to ANO was 1783 individuals. A total of 483 random drug tests were performed during this testing period which I equated to a random testing rate of 27.1%.

During the 6-month reporting period there were 1096 individuals tested from which 8 substances were confirmed as positive. Including two refusals, the testing failure rate (% positive) was 0.91%.

There were four for-cause drug tests during this 6-month reporting period, all of which took place during l outage activities. Two contractors tested negative and were released back into the work place. A third contractor tested positive for alcohol and a fourth tested positive for THC. The two contractors that tested positive were terminated.

Two contractors refused drug testing during pre-badge in processing. One contractor left the FFD facility prior to completion of his collection. The other contractor submitted a specimen later discovered to be adulterated with nitrites and was thus considered a refusal to test.

An Entergy employee was terminated under an EAP re-entry agreement after testing positive for alcohol  !

during the follow-up period.

Pronram Initiatives Entergy reorganization plans include merging FFD with Access Authorization and evaluating the option of off'ite s dmg screening.

Preliminary steps to accommodate proposed changes to 10CFR26 and also to Performance Indicator methods are being explored. '

Anneals Although there were no appeals during the reporting period, three contractors that had positive tests requested and were granted a retest. Each retest confirmed the positive tests.

Reoortable Events There were no FFD events that met the NRC 24-hour reporting requirement.

There was one event that met the 30-day reporting requirement. An unsatisfactory performance report was made due to the Substance Abuse and Mental Health Services Administration (SAMHSA) certified confirmatory lab reporting an erroneous result on a blind QA specimen.
