This refers to the-inspection conducted by Messrs. A. Singh-and M. E. Murphy of -

this office during the period August 27-31, 1990, of activities authorized by

NRC Operating License DPR-51 and NPF-6 for Arkanses Nuclear One, Units 1;and 2, +

and to the discussion of our findings with Mr. J. W. Yelverton and other e

members of your staff et the conclusion of the inspection.

Areas. examined during the inspection included establishment and implementation >

of the fire protection / prevention program and post-fire safe chutdown

capability reverification. Within these areas,.the inspection consisted of

selective examination of procedures and representative records, interviews with  ;

personnel, and observations by the inspectors. The inspection findings are ,'

documented in the enclosed inspection report.

Within the s9 ope of the inspection, no violations or deviations were

identified. However, some weaknesses were identified in the areas of the

alternate safe shutdown procedure and associated training for Unit 2, and

emergency lighting fo: Uniti 1 and 2, as discussed in, paragraph 5 of this ,

report. It is our understanding that these weaknesses, which we identified,

are presently being reviewed by you and members of your staff and the results ,i

l of your r#.ew will be transmitted by letter to this off fce in a timely manner.

This report does not include specific inspection followup for any Diagnostic. l

Evaluation Team findings (reference Diagnostic Evaluation Team Report issued

December 21,1989).
