GENERIC LETTER 85-09 TECHNICAL SPECIFICATIONS We have reviewed your letter oi . August 2,1985 expressing your intent to participate in the Westinghouse Owners Group (WOG) efforts concerning Generic Letter (GL) 85-09. Your letter implfes that a license change application (LCA) will be submitted by November 1, 1985 consistent with the guidance of GL 85-09 unless the WOG undertakes their proposed program to develop technical specification changes which would optimize reactor trip breaker maintenance and surveillance practices. By letter dated July 31, 1985, Harold R. Denton, Director of Nuclear Reactor Regulation, expressed to the W0G the staff's concern that, if member utilities of the WOG did not respond to GL 85-09 and waited for a new proposal from the WOG, the implementation of revised technical specification requirements could be delayed for several years.

Therefore, it is the staff's opinion that it would be prudent for WOG members to propose plant-specific technical specification changes in accordance with GL 85-09. Should Trcjan later decide to study the issue and propose less stringent technical specifications based on test data, the NRC will consider your proposal and approve relaxations in requirements where appropriate.

However, as it now stands, the staff is expecting Trojan to submit a LCA by November 1, 1985. Should you have any questions, please contact the Project Manager, L. Lazo, at 301 492-7791.
