, DISCREPANCIES IN THE ANALYSIS OF FLOOR RESPONSE SPECTRA

-Gentlemen:-

As recently requested in our November. 16, 1984, meeting with the staff

.of ithe Nuclear' Regulatory Commission, Georgia - Power Company (GPC) herein 1 submits' a report outlining the various . analyses .. and reviews that were

. performed during the 10.CFR Part 21 evaluation for apparent discrepancies in

'the floor response spectra developed for Plant Hatch.

GPC informed the NRC Regional Administrator of this- concern and the

-progress made during this evaluation in a series; of letters: NED-84-008, NED-84-066, NED-84-274,. and NED-84-484 dated January 6,1984; February 10 1984;LMay 24, 1984;. and September 12, 1984, respectively. Additionally, GPC presented an overview of the analyses performed for this evaluation to the NRC in our meeting with the staff on ' November-16,1984. We reiterate that

- this . condition was discovered during tne course of the Plant Hatch-Unit 2 recirculation Lpipe replacement program. A team of engineers and consultants was assembled to evaluate this concern as soon as it was reported to us.- We have reviewed the technical specifications and have determined that no known technical' specification violations exist.

-GPC also comissioned an independent audit of the design comitments contained in the Unit 1 and 2 FSAR4 This - audit . sampled design comitments 1.and methodologies that are referenced in the FSAR and compared them to actual plant design. Preliminary information from this audit indicates that

'other commitments in tne FSARs were met.

It is now GPC's intent to . perform a separate evaluation per the

~ criteria of 10 CFR 50.59. This evaluation will focus on the utilization of

~ revised damping values for cable tray and piping._ . The evaluation, with appropriate technical justification,' will be sumbitted for your information on or about January 15, 1985. If this evaluation indicates that there are .

no unreviewed safety questions, additional system analyses regarding the broadening of seismic response spectra will not be performed.
