' REMOVAL OF CYCLE-SPECIFIC PARAMETER LIMITS Gentlemen:

On-June 22, 1989, Georgia Power Company (GPC) submit'ted a request to revise ~ Technical Specifications (TS) for both units at Plant Hatch. The proposed TS would remove certain fuel and core operating limits and place -

them in a Core Operating Limits Report (COLR), consistent with the NRC guidance provided in Generic Letter 88-16. At the NRC's request, a draft COLR was submitted on July 31, 1989. After reviewing the 'two submittals, theistaff verbally requested minor revisions to the proposed COLR-related

. Technical Specifications and the draft COLR. These changes include:

1) Retention in the Bases of equations for calculating the average scram time, which is used to determine the Operating Limit Minimum Critical Power Ratio (OLMCPR).

2) Explicit delineation in the Administrative Controls section of the four essential aspects of the COLR, including affected Technical Specifications sections.

3) Several editorial changes in the draft COLR.

Enclosure 1 contains tha revised TS pages and page change r instructions, associated with items 1 and 2 above. The Basis for Change

Request and 10 CFR 50.92 evaluation provided in our June 22, 1989 submittal is applicable to all changes. Enclosure 2 provides a revised draft COLR for Plant Hatch Unit 2, Cycle 8 and incorporates the editorial changes per item 3.

. GPC requests. that the proposed amendment be expeditiously reviewed and issued as soon as possible. Additionally, GPC requests that the amendment be made effective within 60 days of issuance.
