1 NARRATIVE REPORT l

Shift continued the load reduction which began on 2/28/99 in preparation for a unit shutdown to start the 18th Refueling Outage. The unit entered the 18th Refueling Outage on 3/1/99 when Shift inserted a manual scram and tripped the Main Turbine. Shift began unloading a predetermined number of fuel bundles on 3/8/99 to facilitate in-vessel work and inspection. The initial fuel movements were completed on 3/9/99.

Shift began fuel shuffle on 3/23/99 and the shuffle was completed on 3/26/99. Activities associated with the 18th Refueling Outage continued for the remainder of the month.

CAUSE/ CORRECTIVE ACTION / COMMENTS:

NARRATIVE REPORT Unit 2 began the month of March operating at approximately 2708 CMWT. Shift reduced load to approximately 845 GMWe on 3/3/99 when the unit experienced a partialloss of feedwater heating. Investigation revealed the low level control valve on the "A" 8th Stage Feedwater Heater had closed due to a broken air line fitting.

This resulted in the isolation of extraction steam to the "A" 7th and 8th Stage Feedwater Heaters due to high heater levels. Repairs were made and the unit was returned to 2708 CMWT later that day. Shift reduced load to approximately 890 GMWe on 3/13/99 while performing a Rod Pattern Adjustment. The unit was returned to 2708 CMWT later that day. Shift continued to maintain operation at approximately 2'708 CMWT for the remainder of the month.
